Fourth term in office

After assuming power Mayawati began to address her constituencies in deed. A section of traders (bania) had supported Maywati and she felt duty bound to do something for them in thanks. She took at least three dozen steps to ease the problems of the traders and provide them some long needed facilities.
The steps related to registration, limit increase, setting up of Trader Convenience Centres at registration offices, information counters, VAT information facility, sales tax and excise relief, increase in stock limits for wholesalers, relief from Essential Commodities Act, helpful measures for UP exporters, flower market in Noida and various other measures.
Power sector
In the power sector goal was fixed to be self-dependent by the year 2012 in electricity generation. It was to be done by addition of 1000 Megawatt production capacity to the existing 13,000 MW capacity by capital investment of 1 lac crore. Other features included electrification of more villages and joint undertakings for thermal power projects with NTPC and Neyvelly Lignite Corp.
Health
For improving health services setting up of three new medical colleges, steps to provide free medical help to poor and those below BPL, setting up of Chief Minister’s Health security fund to help in treatment of serious diseases in BPL class people, grants to village panchayats for rural health care and hygeine, allocation of funds for the construction of buildings for primary rural health centres and community health centres, setting up of Ayurvedic, Unani and Homeopathic health service facilities etc.
Education
Following are the initiatives to improve the educational facilities. Electrification of primary and high schools numbering more than 50,000 new schools for thousands of villages having no educational facilities, school with hostel facilities for the girls of the weaker sections and minorities in their areas, mid-day meal for 1.79 crore children in schools, upgradation of 240 government high schools to inter level, financial help to girls who pass high school and enter 11th class and then 12th, financial contribution to private sector players who set up institutions in rural area, setting up of more technogical educational facilities, stipends for students in foreign institutions belonging to scheduled castes/tribes, OBCs, religious minorities and BPL families studying in Gautam Buddha University of Noida etc.
Rural and urban development
The government under Mayawati crossed some milestones in the field of rural and urban development through following achievements or planned obejctives:
Thousands of Ambedkar villages and Ambedkar gram sabhas linked up with 9,878 kms of newly laid link roads, reconstruction of 38,567 kms of link roads, cement-concerete lanes with drainage channels on both sides laid in 282 gram sabhas, 2,300 kms of rural roads constructed, construction of 2,500 kms of link roads to connect the villages to bus routes, widening and reinforcement of 1,550 kms of important roads, laying of 114 kms of important canal footpaths, renewal or improvement of 8,700 kms of roads, repairs of 1,26,220 kms of roads, completion of construction of 124 long span bridges with railway lines overhead, work is on 57 long span bridges with railway lines overhead, etc etc.
General
For sometime there had been a ban on the recruitment of new person in general category. The people were feeling frustrated about it as the door to new jobs for ordinary citizens was shut. She understood the anguish of the common folk. For the benefit of the backwards and the people in general categroy Mayawati took effective steps to open the doors of the new recruitments in the state services.
