Public Service Commission

During the deliberations for the setting up of the Public Service Commission Gokhale stressed upon the necessity to give Indian candidates the same importance and the salaries in civil services as Europeans. He wanted all discriminations to be fully eliminated.
At every level Gokhale demanded equal rights for Indians.
Twenty five years back a committee had been set up with Ranade on its penal for the constitution of Public Service commission. The Committee had made some suggestions which the government did not accept seriously. When the king of England George V was to arrive in India on a state visit the government decided to forward those suggestions to the provincial governments for consideration and comments
It was done because the government did not want any trouble to surface during the visit of the king.
A committee was setup under the chairmanship of Lord Illigston with Gokhale, M.G. Chaubal, Abdul Rahim, R. MacDonald and Valentine Chirole as its members to prepare a comprehensive report.
The committee started functioning since December, 1912 and submitted its report on 15th August, 1915. The committee toured the country to collect facts and figures. As Gokhale was a non-government member he faced more problems because government facilities were not extended to him. To make matters worse he was not keeping well. And the entire establishment was treating him as an enemy.
The British officials thought that Indians were unfit for high level civil services and that the clerkship was what Indians were born for.
Gopal Krishna Gokhale strongly opposed this theory. To prove his point he worked twenty hours a day collecting evidence, fact and figures.
Later, the committee paid tribute to the hard work done by Gopal Krishna Gokhale in helping the committee prepare its report. Lord Willingdon acted according to the plan of Gokhale.
Infact, he had nominated Gokhale with the view of getting an impartial and constructive report.
